The article presents the EU-funded ENABLE DHC project, coordinated by Ambiente Italia, which develops nine investment plans for efficient and low-carbon district heating and cooling (DHC) systems in seven European countries. In line with the EU Energy Efficiency Directive, the project promotes decarbonisation, digitalisation, and sector coupling between heat and electricity networks, while assessing investment risks and strengthening cooperation across utilities. Through studies, workshops, and policy roadmaps, ENABLE DHC aims to boost renewable heat generation, attract private investment, and provide replicable models for sustainable DHC networks across Europe.
