- Objective
Support the development of investment plans focused on enhancing efficiency, integrating renewable energy, or improving operational resilience in 18 follower cases.
- Who can apply?
Public authorities, utility operators, or investors seeking innovative investment strategies for existing district heating and cooling networks that currently do not meet the Energy Efficiency Directive criteria of efficiency, according to Article 26. Are eligible to become a follower the networks located in the member countries of the European Union and third countries associated with the LIFE programme (Iceland, Moldova, North Macedonia, Montenegro, and Ukraine).
- Selection process and criteria
The selection process occurs on a rolling basis (first-come, first-served). After submitting your candidacy sheet, the ENABLE DHC partners will reach out for a preliminary interview with the candidates. During the interview, aspects such as network size, geographical location, current fuel mix, and decarbonisation and efficiency increase pathways will be analysed. The selected cases will be contacted to sign the Memorandum of Cooperation.

The ENABLE DHC follower case initiative provides the tools, insights, and partnerships to transform your sustainable vision into reality. By becoming a follower case, you will have exclusive access to studies and analyses conducted within the project, enjoy preferential treatment at events and workshops organised by ENABLE DHC, benefit from the project’s extensive networking channels to promote your case and engage with stakeholders, and receive peer-to-peer coaching with experts from the ENABLE DHC team.
Followers selected are not entitled to any form of financial support from the project, nor any share of its designated budget.
- Deadline
The call will close on 15/4/2026 at 18:00 CET. The deadline might be reduced or extended depending on the number of candidates and at the project partners’ discretion. All decisions regarding the change of deadline will be communicated through ENABLE DHC’s channels, with at least one week in advance.
